Matched Savings Program Lacks Dedicated Funding

The 2008 Farm Bill includes the Beginning Farmer and Rancher Individual Development Account Program. This program uses special matched saving accounts to promote a new generation of farmers and ranchers by assisting those of modest means to establish a pattern of savings. The account proceeds may be used toward capital expenditures for a farm or ranch operation, including expenses associated with the purchases of land, buildings, equipment, infrastructure, livestock, or toward training.
 
For numerous aspiring farmers and ranchers, the actuality of starting their own operation is out of reach. One of the biggest obstacles to new farmers is financing the land and the farm operation. This program can bolster their opportunities by helping them save money on a down payment for example. It will also prepare them for success as a farmer or rancher by requiring the participants to acquire appropriate training that focuses on business planning, banking, conservation planning, market development and more.

The program will be tested in at least 15 states before national implementation. However, the farm bill did not provide any dedicated funding, even for the pilot program.  The opportunity to make a difference for the next generation of family farmers and ranchers is now.  But we must convince the members of the Agriculture Appropriations Subcommittee to seize the opportunity and provide the funds needed to get this program off the ground.

Thanks for this post. Great idea, but how did this seemingly well thought out plan miss the importance of funding? Also, do you know which 15 states will be in the pilot program?

Alex - thanks for your reply and I am sorry that this reply is so late. Your response was emailed to me and I didn't see that until now so please accept my apologies for this late response! Basically, the funding available through the farm bill was limited and there were several other priorities coming from varied interests throughout the debate, namely specialty crops and disaster assistance. Moreover, the farm bill failed to reform commodity program payments, which would have created a savings that could have been used to invest in programs such as this that actually work for the betterment of beginning farmers and ranchers. However, we will continue to work to gain funding for this program through the appropriations process in order to get the program started at the very least. One more thing that I failed

One more thing that I failed to address is the selection of the pilot states. This program will be operated under a competitive process so organizations that have experience in working with beginning farmers and ranchers and want to create an Beginning Farmer and Rancher Individual Development Account Program would apply to be one of the 15 pilots. There are currently two programs in the country that run IDA programs for beginning farmers and ranchers. One of them is in California through California Farmlink and the other one is in Michigan through Michigan State University.

The 15 States

The 15 states are not defined in the farm bill. Rather, they will be selected by the USDA as part of the implementation process for this program.

However, without any money behind the program there will be no implementation. I encourage anyone interested in the program to contact their Senators and Representative to express that they would like to see the program funded. While you are at it, also encourage them to try to weigh in and make your state on of the initial 15.
